Government should protect Winchester’s landscape, says City Trust - press release 13th Oct 2011
Winchester’s beautiful and unique landscape setting could be threatened if the government fails to recognise the need to protect it, says the City of Winchester Trust.
In its response to the Department of Communities and Local Government’s National Planning Policy Framework consultation, which closes on October 17, the Trust also says the document gives too much weight to economic growth at the expense of social, environment and cultural factors, and fails to give priority to development on brownfield sites. more....
Barton Farm - press release 29th Sep 2011
The City of Winchester Trust welcomes the decision to refuse the proposed development at Barton Farm. The development was not only premature but designed with unsustainable and extravagant use of precious countryside.
We recognise, however, that the City must find a way of providing much needed additional housing now and in the future. Like any well managed business or institution, Winchester must make provision for potential growth in a flexible fashion to respond to changing conditions over the next 20 years or more.
In response to Blueprint and in partnership with WinACC and WACA the Trust developed a set of 10 Principles for the future of the City. For development this means that housing and employment needs should be met by regeneration of unattractive areas within the City before encroaching on the countryside.
“If and when greenfield development is justified, we hold that it should be in the form of high density streets and squares, not land-hungry suburban sprawl” says Keith Leaman, chairman of the Trust.

A Sustainable Winchester - "Blueprint" consultation
The City Council has been asking people what type of place they want to live in not only now but in the future. "Looking ahead ten or even twenty years - what kind of places do we want to live in? How do we allow them to change? What matters most as we look into the future at the social and economic issues that affect us?“
Following a public meeting convened by the City of Winchester Trust, WinACC and Winchester Area Community Action on 6 November, a joint response reflecting the views of the attendees and the three organisations has been sent to the City Council.
It is planned to follow up with further comments in the New Year, particularly having discussed matters of mutual interest with the "villages that look to Winchester", there having been too little time to do this before the first stage deadline (10th Dec).

Trust Response to the Winchester Town Access Plan Consultation
The City and County Councils recently published their draft Winchester Town Access Plan and invited comments from the public. The Winchester Town Access Plan (TAP) is a set of aims and priorities which seek to improve the way people can reach facilities and services spread throughout the town. The Plan along with other documents and policies will guide transport development within Winchester over the next 20 years.

Special Joint Meeting of City of Winchester Trust, Winchester Action on Climate Change and Winchester Area Community Action 6th November 2010
This event, which was announced at the AGM and for which an invitation was sent to all members, was extremely well attended with 135 people around discussion tables for two hours. The event was arranged by the Trust in conjunction with the Winchester Action on Climate Change [WinACC] and Winchester Area Community Action [WACA] in response to Winchester City Council’s request to us to help them obtain the views of the public on Winchester’s future.
The topics, each lead by a facilitator, included: housing, sustainability, transport, landscape, education, culture, sport and the economy. Each topic was discussed at tables of up to 10 people, with tables being duplicated where more than 10 wished to join one of the topics. As suggested at the outset some people moved from table to table while others stayed put. Discussion was very lively and no one seemed ready to stop when the time came!
Detailed input from each discussion group has been gathered, and the joint steering committee now has to draw up a formal response to WCC before December 10th. This will be put on our website and will be reported in the next TrustNews. The public consultation exercise will not then be over, because WCC intends to hold a major meeting on the subject in the New Year, when we may learn to what extent we have been able to influence the thinking leading to the Local Development Framework that will govern forward planning for the next ten to twenty years.

Civic Voice replaces Civic Trust
The Civic Trust went into administration in April blaming the 'squeeze on local authority spending' for its downfall, and the loss of a remunerative government contract for administering the national Green Flag award for parks and gardens.
The Civic Trust was the independent nationwide charity dedicated to helping communities make better places in which to live, work and play. The Trust had campaigned for better places for people since 1957 (the same year as our foundation), and was a powerful, definitive and distinctive voice which helped communities to imagine, shape and deliver inspiring places and an enduring future. Probably its greatest achievement was a campaign that led to the creation of Conservation Areas in the 60s, arresting the widespread demolition of characterful urban areas.
Following consultation with all civic societies in the country a new body, Civic Voice is being created; the object will be to campaign in various ways, and to give expert advice to member societies as well as running a website, etc. A board of trustees will be formed for whom all societies may put forward names and will then have the opportunity to vote.

What now for Silver Hill?
The Trust Council recently agreed that the Trust’s general support for this redevelopment should be maintained. It cannot be in the best interests of this historic City for the dilapidation and neglect of such a significant area to continue indefinitely. At this stage we do not know what the City Council’s next move will be. The City actually owns very little of the site and it was always dependent on the active co-operation of a would-be developer. It is certainly a depressing thought that we could face several more years of inactivity as the whole area grows more and more neglected and unloved. We are now pressing the City Council for a full explanation of what real options they now have. We were encouraged throughout the earlier discussions that the significant mix of new housing was retained, including rented housing for local needs. We will be keen to ensure that any new changes retain this significant mix of housing to bring vitality and life to that area, which should not become a ghost town after the shops close.
Once the City Council has carried out its current review with its professional advisers the Trust will looking further at how we can help to move things forward.

The Heart of the City
This is a new book that has been written by Andrew Rutter and edited by the Trust. It was launched at the Discovery Centre on 6th Nov 2009. The launch marked the culmination of many months of work by many Trust members and resulted in a pleasing number of book sales. At the launch Judge Christopher Clarke, President of the Trust, gave a witty and lucid summing up of the book’s gestation period.

The Civic Trust was the umbrella organisation for many Civic Societies across the country representing people who care passionately about their environment. The Civic Trust was perhaps best known for its Awards and for the Heritage Open Days which it arranged each autumn.
We are now actively involved with an embryo organisation called the Civic Society Initiative (see www.civicsocietyinitiative.org.uk) to help establish a new umbrella organisation which is capable of representing Civic Societies nationally.

More recently the Trust has been involved in the consultation process set up by Cala Homes on their proposals for Barton Farm and while we remain strongly opposed to any development on that important edge of the City, it is pleasing that the developers have taken time to consult widely. We have also taken part in a landscape Assessment Group set up by Winchester City Council to consider the landscape aspects of its proposal to develop Bushfield Down as a “Knowledge Park”. Participation does not lessen our opposition to any development of these sites. It is only by participating in such consultations that the Trust can strive to ensure that, if the developments do go ahead, they will be designed to the highest standards.
Jeffrey Smith 1916 - 2009

David Middleditch 1923 - 2009
David Middleditch was Chairman of the Trust from 1986 – 1992 during which time the debates about Twyford Down, the Brooks Centre and Park-and-Ride were high on the agenda. Throughout all this activity David was always ready both to take advice and to give it, remaining unfailingly good humoured and encouraging. David was a man of great humour and compassion, a wonderful friend to all and will be greatly missed by his family and many friends.

The Heart of the City
The Heart of a City, is a book that has been written by Andrew Rutter and will be published by the Trust in the late spring. Winchester was one of the first in Britain to create a Conservation Area following the destruction of parts of its fabric during the 1950s and 60s. As the City's Conservation Officer for over 25 years, Andrew Rutter is well placed both to reflect on the successes and failures of the city and to highlight the principles that should drive planning and development in historically sensitive towns and cities. The book is extensively illustrated with newly commissioned artwork as well as a street by street analysis of how Winchester's Conservation Area has responded to the constant needs of development.

Summer Walks 2007

Silver Hill
The Trust completed its response to the first planning application for Silver Hill on 30th August 2006.
On 31st January 2007 amendments to the planning application for this development were submitted to the City Council.
The Trust has reviewed the redesign and presented by letter a further response to the Planning Department on 3rd March 2007
Silver Hill
The Trust completed its response to the first planning application for Silver Hill on 30th August 2006.
We have been informed on 31st January 2007 that amendments to the planning application for this development have been submitted to the City Council.
The plans can be seen at Avalon House and the model will be on display at the Tourist Information Office at the Guildhall from February 1st to 26th Monday - Saturday from 10 am to 5.0 pm.
Members of the Thornfield Project team will be available to answer questions at the following times: Wednesday 7th Feb. 4pm - 7.30 pm and Thursday 8th Feb. 9 am to 1 pm.
The Trust have been informed by the Planning Department that all comments MUST be received by Wednesday 21st February at the latest because the Council wishes to determine the application in March.
The Trust will, of course, be sending in comments and would be glad to know your views to inform our deliberations.
Winchester- Towards Our Future
A document has been generated by the City Council called Winchester- Towards Our Future which can be downloaded as a pdf document. The Trust should like to have the views of anyone who would like to send them in as the City Council has invited the Trust to a meeting on March 13th to discuss it.
CWT Christmas Card Christmas 2006
CWT Christmas cards are now on sale in the Guildhall cafe from Monday to Saturday 10.00am to 4.30pm, including this year's new card of a snow scene of St Cross and Bushfield Down.
The CWT cards are in the first display section as you enter the sale area.

Following a special viewing for Trust members held on Tuesday 6th June and the subsequent viewing for the public on 9th, 10th, 11th June,the exhibition information is available on the Silver Hill website. The Trust has now completed its response to the planning application for Silver Hill.
1-3 Westley Close, Appeal
The Appeal by Heritage Property Group for their third application on this site has been withdrawn June 2006.
2-4 Chibolton Avenue Public Inquiry
The Appeal by Orchard Homes 2 Developments Ltd has been withdrawn and so the Public Inquiry planned for Tuesday 4th July 2006 has been cancelled.
